Shutter speed is the amount of time the shutter is open. It was the length of time the film was exposed to the scene you are taking a picture of. The shutter speed is measured in seconds, anything that is less than 1/60th is very difficult to capture on camera especially without camera shake. Camera shake is when the camera moves and it makes you picture come out blurry. However, some cameras will give you the option to have a slower shutter speed.
